I'm watching a Poker Tournament, and here's what happens:
Player A: 10/9 Diamonds Player B: A/6 Diamonds
They go to the flop, and it's 10, K, K
Player C, who has nothing to do with the hand, asks the Dealer if he burned the top card. He wants the tournament director to check the tape. Player A asks Player B if he's happy with the flop (as in to save time and hopefully not give away his hand). Player B looks as if he doesn't care, but we don't get to see his reaction. It turns out they do re-flop, and Player B ends up pairing his 6's. When it's all said and done, Player B wins with a Diamond Flush, and Player A is eliminated from the tournament after Bluffing and All-In.
Should Player C had mentioned anything in a hand in which he's not involved?

Well.... the missing of the burn card could effect either player equally. It seems like Player C was just trying to rattle both players.
On the other hand....
If you get to the end of the hand and someone realizes that the top card didn't come off, it could create a whole lot of problems.
I'm of mixed mind on this one.... I'd just sit there and take note of how observant Player C is....

Yah I saw that a couple weeks ago... you know how poker coverage is... sooo many re-runs.
My personal thoughts were that, that other guy was outta the hand and shoulda kept quiet.
However rules are rules... and it bascially eliminated the best player remaining at the table

Rules are rules, yeah, but IMO, if you're not financially in the pot, you should probably keep your mouth closed and let the players involved worry about it.

Well IMO, if any player at the table sees something 'wrong' he should say something. Just like anyone can call for a clock, in the hand or not.
